This expert witness is a former Administrator of USAID, the government agency that administers economic and humanitarian assistance worldwide.  He is the author of numerous articles on foreign policy and humanitarian emergencies, as well as the author of two books:

He served as the CEO of Boston's Big Dig, the largest construction project in American history.  He has also handled a $14 Billion budget for a US government department.  After serving 23 years in the U.S. Army Reserves as a civil affairs officer, He retired in 1995 with the rank of lieutenant colonel and is also a veteran of the Gulf War.  He served in the Massachusetts House of Representatives for 12 years.
