This expert witness has over 25 years of experience in software engineering and business strategy.  He combines demonstrated business practice leadership skills with internationally recognized technical capabilities.  He has performed business needs analysis, cost-benefit analysis, independent software cost estimates, and strategic planning work for the California Department of Social Services, California Franchise Tax Board, California Employment Development Department, 13 California Counties, the Arizona Department of Transportation, Los Angeles Fire Department, CoBank (the nation's largest agricultural bank) and Washington Inventory Service (one of the nation's two largest inventory management companies).  He was the project director for a project that involved providing independent software quality assurance support to the California Department of Social Services (CDSS).  He led a series of JAD sessions for the CDSS appeals division.  He also conducted an independent software cost, schedule and risk assessment for a CDSS project.  He is the author of seventeen technical books on various software subjects.

He has extensive technical experience.  He is an experienced project manager, managing over 20 major software development projects during his career.  He is an internationally recognized expert on software development standards, including the Institute of Electrical and Electronic Engineering ( IEEE ) standards, Department of Defense Standards ( including MIL-STD-498 ) and international standards.
