This Expert Witness is the chief engineer of Satellite-based Navigation Systems for a large defense contractor.  He is responsible for architecture, technical direction, road maps, and systems engineering for all GPS related technology within the company, and is a member of the company patent committee.

He has has over 35 years of GPS receiver design experience covering all aspects of GPS technology including systems, custom integrated circuits and software for commercial, consumer, cellular E911, government, and space markets.  The last 10 years he has focused on the maturation and development of space M-Code GPS receiver technology on multiple receiver platforms.  At a previous employer, he led a team to develop and mature GPS receivers for integration into cellular telephones to meet the requirements of the FCC E911 mandate.  Also, he led the development of GPS technology that was hosted by all General Motors OnStar equipped vehicles.  He represented his company in GPS-E911 over-the-air protocol standards meetings and was the keynote speaker at the Wireless GPS Location Conference (1999). This Expert has extensive experience in patent and prior-art analysis and has given deposed testimony in four previous patent litigation cases, all related to GPS.

He has earned his bachelor’s and master’s degrees in Electrical Engineering from Arizona State University including additional post-graduate studies. He is co-author of “Understanding GPS: Principles and Applications,” where he wrote the chapter “GPS Integration with other sensors and Network Assistance.” He holds 49 GPS patents and was elected Dan Nobel fellow for the continuous advancement of GPS technology.
