This expert witness is a professional engineer with extensive economic and financial background and thirty years of experience in power sector consulting.  He has assisted public utilities, private investors and their lenders in the technical, economic and financial analysis of hydroelectric developments, thermal plants, transmission lines, distribution networks and fuel supply facilities in North America and more than fifty countries.  His experience also includes assistance to regulators and power sector authorities in the development of legal frameworks and he has conducted cost-of-service and electricity tariff studies in many countries of different levels of development. As a technical advisor to investment banks and legal counsel he has provided expertise during privatizations, contract negotiations and serving expert testimony involving power contract litigation.  As officer of the US consulting firm Hagler Bailly, he developed one of the most recognized power sector consulting practice in Latin America which he directed between 1995 and 1999 achieving extensive regional coverage.
