This expert witness has served on commisions, appointed by the President of the United States and nominated by House Democratic Leadership.  He has also served on a council for the Governor of California, from which he resigned to serve on the President's Commission.  He also serves as Senior Advisor to the President of the Center for Defense Information and as a private defense consultant.  He is a recognized expert on U.S. and worldwide military research, development and testing, on operational military matters, and on national security policy and defense spending.  He spent 33 years at the Lawrence Livermore National Laboratory, a major research laboratory in the University of California system.  He also served as Principle Deputy Assistant Secretary of Energy to a President of the United States.
